Researchers from the University of Nottingham have published a paper titled “Should IQOS Emissions Be Considered as Smoke and Harmful to Health? A Review of the Chemical Evidence.” The researchers conducted a literature review of studies examining emissions from heated tobacco products (HTPs).

Tobacco Vendor Licensing (TVL) reduces tobacco product availability and accessibility, particularly to vulnerable youth. A key tobacco control measure, TVL can limit tobacco retailer density around schools, parks, and hospitals; this is critically important because vendor abundance normalizes tobacco use, increases exposure to tobacco advertisements, and thwarts quit efforts. TVL can also restrict the types of products sold alongside tobacco and ensures inspectors know where products are sold, allowing for more effective enforcement of all point-of-sale tobacco laws.

Project Summary
The goal of this project is to produce a white paper targeted toward decision-makers and public health advocates. It will: (1) summarize the effects of tobacco product waste on the environment and humans; (2) describe the role tobacco product waste may play in contributing to social disorder and stress in urban and disadvantaged communities; (3) describe the role of the tobacco and vape industry in producing and maintaining tobacco product waste; and, (4) include recommendations for action that focus on upstream solutions that go beyond anti-litter campaigns and ash can approaches to the tobacco product waste problem. The White Paper will coalesce existing research from peer-reviewed literature, government reports, organizational reports, tobacco industry documents, and other sources, in addition to conducting key informant interviews with subject matter experts.

The illicit trade in tobacco products represents a major global concern for public health, economy and public safety. More specifically, the illicit trade in tobacco products undermines tobacco control policy efforts, particularly in relation to tax policy. As they are not taxed or regulated, illicit tobacco products do not have health warnings or packaging or labeling requirements, which favors their consumption. As with other regions in the world, the illegal cigarette trade in Mercosur involves lower average prices compared to taxed cigarettes. Furthermore, the increase in the accessibility of cigarettes, via the informal market, combined with the lower prices of smuggled products - and therefore not subject to regulation - favors the consumption of cigarettes by young people and low-income populations 1,4.

Tobacco control is clearly helping to save millions of lives but the scale of the epidemic demands our continued attention and support. Though consumption is declining, smokers are still buying trillions of cigarettes each year and the use of newer tobacco products is increasing in some countries.

Adding flavors to tobacco products makes them more appealing to young people and harder to quit. The tobacco industry develops enticing flavored products, markets them to targeted groups and prevents and weakens flavor bans. Despite objections from the tobacco industry, countries have begun to implement flavor bans. Strong policies can maximize the effectiveness of tobacco flavor bans.

100 specialists in nicotine science, policy and practice have come together to call on the 182 parties (countries) to the Framework Convention on Tobacco Control to take a more positive stance on tobacco harm reduction.  The letter pushes back against WHO’s misguided and unscientific drive for prohibition or excessive regulation and taxation of vaping products, heated and smokeless tobacco products, and novel oral nicotine products, such as pouches.
