E-cigarettes are hooking a new generation on nicotine – putting millions of kids at risk and threatening decades of progress in reducing youth tobacco use. It’s a nationwide crisis of youth addiction, fueled by thousands of kid-friendly flavors and massive doses of nicotine.
The World Health Organization (WHO) and STOP, a global tobacco industry watchdog, are launching today “Hooking the next generation,” a report highlighting how the tobacco and nicotine industry designs products, implements marketing campaigns and works to shape policy environments to help them addict the world’s youth.

Novel and emerging tobacco and nicotine products—the World Health Organization labels them “undoubtedly harmful”1—will wreak significant havoc in low- and middle- income countries. Together, the particular circumstances in these countries create a perfect storm that will likely result in significant addiction, particularly among vulnerable youth. In an abundance of caution, The Union recommends comprehensive bans on these products—this includes prohibiting their sale, manufacture, importation, and exportation—as well as ensuring they are subject to TAPS (Tobacco Advertising, Promotion and Sponsorship) bans and SF (smoke-free) legislation.

Anti-tobacco groups are urging the government to regulate synthetic nicotine e-cigarette products as drugs so that they undergo the same oversight as traditional tobacco.
The letter sent to the Food and Drug Administration (FDA) was signed by several organizations including the Campaign for Tobacco-Free Kids, the American Academy of Pediatrics, and the American Lung Association.
The groups argued that e-cigarette manufacturers are using a loophole to avoid government regulations.
